Project Manangment Unit

School Education Department, Balochistan

Establishment: The PMU was founded by the Government of Baluchistan in 2012

Three Pillars:

Access: PMU recognizes that ensuring access to education is crucial for project success

Quality: Quality education is another key pillar, emphasizing effective teaching and learning.

Governance: Good governance ensures sustainable and impactful initiatives.

Impact: PMU aims to contribute significantly to social development, economic progress, and individual empowerment in targeted districts.

BHCIP

Balochistan Human Capital Investment Porject:
Balochistan is the province with the largest territory in Pakistan. Despite its vast land area, Balochistan faces significant challenges. It has the lowest economic indicators among all provinces.

Human Capital Index (HCI):
The HCI score for Balochistan is 0.34, which is alarmingly low. For women, the HCI score is even lower at 0.32. This low HCI score is partially linked to an alarmingly high poverty rate of 42 percent. Sociocultural norms that hinder the utilization of health and education services in the province.

ASPIRE

Actions to Strengthen Performance for Inclusive and Responsive Education: ASPIRE aims to support the government in three key areas Responding to school disruptions caused by the COVID-19 pandemic. Recovering access and improving education quality. Enhancing sector resilience through better coordination, with a focus on disadvantaged areas and vulnerable populations.

Out-of-School Children (OOSC): Expanding equitable access to education by engaging OOSC through traditional and flexible multimodal approaches..

Strengthening data systems, supporting knowledge sharing, digitizing government processes, and promoting behavioral change among teachers, students, and parents

Balochistan Education Support Project (BESP)

Objective: Aims to increase access to and retention in elementary education, especially for girls. SCommunity mobilization and awareness-raising.Constructing and refurbishing primary, middle, and high school classrooms, ensuring basic facilities. Additionally, focused on recruitment and deployment of female teachers.

Enhancing Quality of Elementary Education:Recognizes the importance of quality education, reinforce and retool the system for continuous professional development of teachers.

Balochistan Education Project (BEP)

Objective: The BEP focuses on improving access to quality education, particularly for gender free schools.

Infrastructure: Abandoned buildings (around 200) have been selected and notified for transformation into new primary schools.

Whole School Package: Incentivizes education by providing Teaching & Learning Materials (TLM), furniture, and other essentials as part of a “Whole School Package.”

Teacher Recruitment: Merit-based recruitment of 1,710 female teachers for selected schools through the National Testing Service (NTS).

Promoting Girls’ Education in Balochistan (PGEB)

Objective: The PGEB aims to improve access to education and retention of children in schools, with a special emphasis on girls, in the province of Balochistan.

School Enrollment: PGEB has brought almost 39,000 children into school, including 33,414 girls across Balochistan.

Improved Access: PGEB has improved access to education, especially in the remotest parts of Balochistan.

Infrastructure: The project rebuilt 123 girls’ schools that were previously shelter-less.
